A Country Can Keep Building Its Future During War: Ukraine Has Met 84 of 95 Due EU Reform Milestones

Ukraine completed 84 of the 95 Ukraine Plan milestones due by late September, helping secure a further €2.9 billion EU payment to support the state during Russia’s war. That substantial delivery spans several sectors, but progress remains much weaker on politically sensitive reforms intended to constrain power and protect independent investigations.
Ukraine’s record shows that war need not halt institutional progress or the financing of civilian government, without proving that its hardest accountability reforms are secure.
